If you just graduated from a Designated Learning Institution in Canada, you may qualify for an open work permit that lets you work for any Canadian employer with no job offer required, no geographic restrictions, no LMIA needed. That is what the Post Graduation Work Permit is — one of the main ways temporary residents transition from studying in Canada to working here.
IRCC issues the PGWP to eligible international graduates for up to three years. It gives you the Canadian work experience required to apply for permanent residency through Express Entry or the BC Provincial Nominee Program. For most international graduates, the PGWP is not the final destination, it is the first step toward PR.
One thing most graduates do not know until it is too late: the PGWP is a once-in-a-lifetime permit. You cannot apply again after a second Canadian program. You get one shot.

Your PGWP length depends on the level and duration of your study program and your passport expiry date — whichever comes first.

Passport warning: Your PGWP can never exceed your passport’s expiry date. If your passport expires before your full eligibility period ends, renew it before applying. You cannot reclaim the time you lose.
Online study note (2026): For programs with a lock-in date on or after September 1, 2024, time spent studying outside Canada is deducted from your PGWP length. At least 50% of your program must be completed in class in Canada.
The core eligibility rules have not changed for 2026. Two newer requirements — language and field of study — now apply to most applicants and are where the majority of avoidable refusals happen.
You meet the general eligibility requirement if all five of these apply:
✓ Graduated from a PGWP-eligible designated learning institution (DLI)
✓ Program was at least 8 months long (or 900 hours for Quebec programs)
✓ Maintained full-time student status every semester (exceptions: final semester; authorised leave of under 150 days)
✓ Applied within 180 days of your institution’s confirmation of program completion
✓ Study permit was valid at some point during those 180 days
2026 rule: Flagpoling is no longer permitted for PGWP applications. You must apply online from inside or outside Canada — border applications are not accepted.

CLB/NCLC 7 — Required for bachelor’s, master’s, and doctoral degree graduates
Must meet level 7 in all four skills: reading, writing, listening, and speaking.
CLB/NCLC 5 — Required for college, polytechnic, diploma, certificate, and non-university graduates
Must meet level 5 in all four skills: reading, writing, listening, and speaking.

Accepted French tests: TEF Canada · TCF Canada
Test results must be less than two years old at the time you submit your application. IELTS Academic and PTE Academic are not accepted — you must use the General Training or Core versions specifically.
Who must meet this requirement: Graduates of college and non-degree programs whose study permit was applied for on or after November 1, 2024 must have graduated from a program linked to an eligible occupation facing a long-term labour shortage.
Who is exempt: University bachelor’s, master’s, and doctoral degree graduates. College bachelor’s degree graduates.
2026 Frozen list: On January 15, 2026, IRCC confirmed the eligible program list will not change for the rest of 2026. The list currently contains 1,107 PGWP-eligible programs. If your program’s CIP code is eligible today, it stays eligible all year.

A refusal is avoidable if you know the exclusions before you submit. Each of these situations makes you ineligible — and most cannot be appealed once the application is refused.
✗ Already received a PGWP.
The PGWP is a once-in-a-lifetime permit. A second Canadian graduation does not give you a second PGWP.

Your 180-day clock starts the day your institution confirms you have completed your program. Not your convocation date. Not the day you receive your degree in the mail. Not the graduation ceremony. The date your registrar’s office issues your final marks or completion confirmation — that is day one.
⚠ Missing the 180-day window means permanent loss of PGWP eligibility. There is no extension, no appeal, and no workaround. This is the most expensive mistake a recent graduate can make, and it is entirely preventable.

You must stop working the day IRCC notifies you your application is refused.
Proposed 2026 change: IRCC has proposed extending work authorisation to graduates awaiting a PGWP decision — consultations were ongoing in spring 2026. No implementation date has been confirmed. Monitor IRCC for updates before relying on this.

A PGWP cannot be renewed. It is a once-in-a-lifetime permit, and when it expires, your open work authorization ends with it. But expiring status does not mean your time in Canada is over — depending on your work history, employer situation, and where you are in your PR journey, there are pathways that can keep you working legally while you get there.
The timeline matters here. Some options require your current status to still be valid when you apply — once the PGWP expires, certain doors close that were open the day before. The right move depends on how much time you have left, whether you have a Canadian employer, and how far along your PR application is. If any of those are unclear, acting sooner gives you more to work with.

A 3-year PGWP gives you up to three years to build the Canadian work experience that makes you eligible for permanent residency. You may be able to apply for restoration of status alongside your PGWP, but you must do this carefully — applying while on maintained status inside Canada is not the same as applying while your permit was still valid, and a mistake here results in refusal. Do not submit without speaking to an RCIC first.
Yes — if your study permit was applied for on or after November 1, 2024, your program must appear on IRCC's list of PGWP-eligible CIP codes. The list currently contains 1,107 programs and has been frozen for all of 2026, meaning no programs will be added or removed until at least 2027. Full details on the field of study requirement, including who is exempt, are published on IRCC's official PGWP eligibility page. Check your exact six-digit CIP code on the IRCC website before submitting. If your code is not on the list, other work permit options may still be available.
Your PGWP will only be issued for the period your passport is valid. If your passport expires before your full eligibility period ends, renew it before applying — you cannot apply to extend a PGWP to reclaim time lost to a short passport. For example, if you are eligible for a 3-year PGWP but your passport expires in 18 months, you will receive an 18-month permit. Renew your passport first.
Your spouse or common-law partner may be eligible for a Spousal Open Work Permit if you hold a valid PGWP and are working in a skilled occupation (TEER 0, 1, or 2). The spousal open work permit allows them to work for any employer in Canada without a job offer. Eligibility depends on your NOC code and your PGWP's validity.
